tendered his resignation and I have accepted it with effect from the beginning of 1921. It will be seen from the conditions of his appointment as given in the despatch quoted above, that he is not eligible for a pension.

To fill the vacancy I recommend the promo- tion of the Second Health Officer of the Port, Dr. F. T. Keyt, on the maximum salary of the scale £600 to £1,000 by £25 annually. This is the scale recently approved for Dr. Keyt's present post and for Medical Officers generally.

I recommend that the post of Second Health Officer of the Port be offered to Dr. F. Lindsay Woode whose application for colonial employment I enclose. It will be seen that Dr. Lindsay Woods was a member of Dr. Jordan's firm from 1912 until the beginning of the present year when, owing to lack of prospects in Hongkong, he left the firm and went into practice in Amoy where he now is. During the time of his employment in Dr. Jordan's firm he performed in a satisfactory manner the duties of Health Officer of the Port, and I consider him suitable for appointment to the post of Second Health Officer of the Port. The Principal Civil Medical Officer concurs in this recom- mendation. Dr. Lindsay Woods should of course start at the minimum salary of the scale £600 to £1,000.
I regret that through an oversight there has been considerable delay in sending this despatch, and I shall be glad to have a reply by telegram to my proposals if one has not already been sent.
